The Civil Service Commission (CSC) will conduct the Basic Competency on Local Treasury Examination (BCLTE) on Nov 26 this year. Application period will run from Oct 6 to 20.
Conducted in collaboration with the Department of Finance-Bureau of Local Government Finance (DOF-BLGF), applicants of the BCLTE must meet the following qualifications: Filipino citizen; at least 18 years old on the date/time of filing of application; of good moral character; have not been convicted by final judgment of an offense or crime involving moral turpitude, or disgraceful or immoral conduct, dishonesty, examination irregularity, drunkenness, or addiction to drugs; have not been dishonorably discharged from military service, or dismissed for cause from any civilian position in the government; and holders of bachelor’s degree on the date/time of filing of application. Applicants with pending administrative and/or criminal cases may take the examination without prejudice to forfeiture of the eligibility if later convicted.
The CSC said the examination is open to incumbents of positions at the DOF-BLGF and to private individuals interested in local treasury service.
Applications should be filed in person at the CSC Regional Office (CSC RO), or at any of the CSC RO’s Field Offices, where the applicant intends to take the examination except CSC ARMM. Applicants from ARMM may file their applications at CSC RO IX, Zamboanga City; CSC RO X, Cagayan de Oro City; CSC RO XI, Davao City; or CSC RO XII, Cotabato City.
Applicants are advised to access and read thoroughly CSC Examination Announcement No. 02, s. 2017 at the CSC website www.csc.gov.ph for details on testing centers, application requirements particularly on specifications of I.D. pictures and list of accepted I.D. cards, where to get application form, scope of examination, and other relevant information. Examination fee is PhP700.
The CSC said passing the BCLTE will result in the conferment of the Local Treasurer Eligibility – a second level eligibility, which is appropriate for appointment to Local Treasurer and Assistant Local Treasurer positions, and to positions under the Financial Services that do not require practice of profession and are not covered by Bar/Board or Special Laws.
The BCLTE was first administered in December 2015, then initially serving only as qualifying test for incumbents of DOF-BLGF. The test was made into a civil service eligibility examination through CSC Resolution No. 1701330 promulgated in September 2017, which also set the conferment of the Local Treasurer Eligibility even to passers of the December 2015 BCLTE.
On the other hand, to be simultaneously conducted on Nov 26 is the Intermediate Competency on Local Treasury Examination (ICLTE). The CSC said ICLTE is a promotional test, which is open only to DOF-BLGF incumbents who took and passed the BCLTE conducted in December 2015. As such, the CSC clarified that passing the ICLTE does not confer a civil service eligibility.
