82 participants, which include the schools division supervisors and superintendents, representing the Department of Education Region 02, joined the Human Resource Team of the Civil Service Commission Region II, headed by Regional Director Nerissa B. Canguilan, for the two-day PRIME-HRM Summit on February 11 and 12, 2019 at the National Educators Academy of the Philippines Region 2, DepEd RO II, Carig Sur, Tuguegarao City, Cagayan Valley.
Committed to empower government agencies by developing their human resource management competencies, systems and practices toward HR excellence, CSC RO II enthused the Policies and Systems Evaluation Division (PSED) to steer the "PRogram to Institutionalize Meritocracy and Excellence in Human Resource Management "(PRIME-HRM) among DepEd officials.
Director Arnulfo M. Balane, DepEd OIC-ARD warmly welcomed all the participants and acknowledged the initiative of CSC RO II, being the steering committee for the 2019 DepEd PRIME-HRM Summit.
In her presentation, CSC RO II Regional Director Nerissa B. Canguilan highlighted the vital features of PRIME-HRM as one of CSC's best programs and initiatives. PRIME-HRM bears "People Excellence for Service Excellence" as its philosophy in bracing government agencies at transforming every government employee into a servant hero (Lingkod Bayani) through excellent HR processes. It takes the 3A's Strategy tagged as "Assess, Assist and Award."
Meanwhile, Acting Director II, Elpidio S. Bunagan Jr. of CSC FO-Nueva Vizcaya and Quirino, joined the SDO Quirino in the Assessment Review of the PRIME-HRM Tool and Presentation of evidence requirements on Performance Management (PM). CSC FO-Isabela Director Rewina D. Arugay, together with the SDO Quirino representatives, discussed the Recruitment, Selection and Placement (RSP) Assessment Review. DepEd Regional Director Estela L. Carino and Assistant Regional Director Arnulfo M. Balane, headed the Schools Division Superintendents in the presentation of the DepEd RO and SDO Self-Assessment Results, which ended the first day session.
The Learning and Development (L&D) presentation of SDO Quirino delegates, led by CSC FO-Cagayan-Batanes Director Ma. Noemi S. Bustamante, started the second day event. CSC R0 II Chief HR Specialist Aniceto E. Temanel Jr., with SDO Quirino representatives, presented the evidence requirements on Rewards and Recognition (R&R). Action Planning Lecture, Workshop and Presentation per schools division of Ilagan, Cagayan, Nueva Vizcaya, Tuguegarao, Isabela, Santiago, Cauayan and Batanes highlighted the event. CSCR02 PRIME-HRM Assistors staffed the conduct of the workshop after the lecture and presentation of Director Bustamante.
The summit aims to institutionalize an Award System depicting the four core human resource management (HRM) areas along Recruitment, Selection and Placement (RSP); Performance Management (PM); Learning and Development (L&D); and Rewards and Recognition (R&R). It purposes to harmonize ISO Processes and PRIME-HRM Core Pillar Areas in Sustaining Quality Management System for Organizational Development.
Being a seat of committed public employees, DepEd is tapped by the CSC RO II to strengthen its Program on Rewards, Awards and Incentives for Service Excellence (PRAISE). Through the years, DepEd has been continuously nominating deserving employees for the Honor Awards Programs (HAP) in the Annual Search for Outstanding Public Officials and Employees and has successfully produced Regional and National Awardees.
Another PRIME-HRM summit will be conducted for State Universities and Colleges (SUC) this March 5 and 6 at the Cagayan State University, Andrews Campus, Tuguegarao City.
